DIMITAR  KALCHEV  -  THE  MAYOR  OF  ROUSSE

   Dimitar Georgiev Kalchev was born on 21 November 1945 in Rousse. He completed his high education in 1968 in VIMMESS-Rousse, subject - mechanical engineering.

   He started his career as a worker-fitter in the plant "Jiti"-Rousse in 1965. Subsequently he worked as a mechanical engineer.

   From 1968 to 1981 he worked consecutively as: designer, chief engineer of a department, chief engineer of an institute and a managing director of the Institute for Research and Design "Mashproekt" in Rousse.

   From 1981 to 1986 he worked abroad - in Tanzania, Africa, in the town of Moshi (in Kilimandjaro region). 

     He worked as a head of a group of sites through VTD "Mashinoexport" in the plants for manufacturing of machine tools and woodworking machines "Kilimandjaro machine-tools", which he designed himself as a chief designer at the request of "Mashinoexport" in 1980-1981. Subsequently he was promoted to chief engineer of the plant in Tanzania and later he became its managing director.
     In 1986 he was appointed to be chief director of "Kilimandjaro machine-tools".
After he returned in Bulgaria in 1987 he was appointed to be chief director of the heavy machine-building plant in Rousse, subsequently named  SO "Heavy machine-building" and "TM"-Rousse.
     In 1987-1990 he graduated at the Higher Academy of National Economy in Moscow, subject - "Management and government".
     After the political changes in Bulgaria in the autumn of 1989 he resigned on his own will the position as chief director of KTM-Rousse.
     From 1991 to 1992 he worked as a managing director of Bulgarian Post Bank - Rousse.
     From 1992 to 1995 he worked as a chief director of Credit Bank - Rousse.
     Since 1992 he is a president of the regional Hunting and Fishing Union in Rousse and a member of the National chairmanship.
     On 11 November 1995 he is elected to be a mayor of Rousse Municipality.
     In 1996 he finished a post-graduate work on the subject "Management of the municipal finances" in the University of North Carolina in the USA.
     On April 1996 he is elected to be a member of the Executive committee of the Chamber of the local authorities.
     From December 1996 he is a president of the National Association of the municipalities in Bulgaria.
     On October 1998 he is elected to be a vice-president of a work group on the regionalism in the Council of Europe.
     He is not a member of a political party or a political organization.
He has a good command of written and spoken English and Russian.
